Josephine L. Ennis


Josephine Ennis concentrates her practice in municipal finance and general municipal law. Prior to joining Pacifica, Josephine was a Legal Honors Attorney for the U.S. Department of Housing and Urban Development. In that role, she represented the federal government in multifamily housing and healthcare facility transactions and served as counsel to the Office of Native American Programs.

During law school, Josephine worked  in the affordable housing finance practice at the Seattle law firm Kantor, Taylor, Nelson, Evatt & Decina PC. She also served as a judicial extern for Justice Mary Fairhurst of the Washington State Supreme Court, and interned at the U.S. Department of State at the Embassy in Bangkok, Thailand.

Previously, Josephine worked as a researcher for an economic development agency and as a policy associate for a housing and education nonprofit in Louisiana. She has lived in Bangkok, Thailand and rural Ghana and enjoys biking, hiking, travel, and exploring Seattle neighborhoods and parks.
