Kyra Perrigo advises and represents public clients in financing and programs related to affordable housing, public housing, and community development.
Kyra Perrigo is an Of Counsel in Pacifica’s Public Law and Finance Practice Group, where she focuses on affordable housing financing, public housing programs, federal grants, and advising public entities.
Prior to working at Pacifica, Kyra worked for 15 years in the Office of General Counsel at the Department of Housing and Urban Development (HUD). While at HUD, she served as the Associate Regional Counsel for Housing Finance and Programs in Seattle, where she led a team of real estate attorneys who worked on public housing repositioning, asset management transactions, 202 capital advance grants, and Federal Housing Administration (FHA) closings. In that role, she also advised on HUD housing programs, community development grants, HUD’s National Environmental Policy Act (NEPA) review process, and compliance with federal regulations. She was also the lead attorney to the Alaska and Northwest Offices of Native American Programs.
Kyra first became interested in affordable housing during her time in AmeriCorps, which included working with Twin Cities Habitat for Humanity, where she organized the local Women Build event, and with the King County Housing Authority, where she provided supportive services to public housing residents at the White Center Food Bank. She continues to be active in her community and currently serves on the board of Arms Around Bainbridge, a nonprofit on Bainbridge Island that fundraises to support community members experiencing a medical crisis. In her free time, she enjoys reading, hiking, climbing, and spending time with her husband and two sons.
