SBA Issues New Proposed Set-Aside Regulations

On February 5, the Small Business Administration issued new proposed regulations that will substantially revamp its small business set-aside programs, including (1) an expansion of the mentor-protégé program to all small business concerns; (2) clarification of the requirements concerning the creation and operation of joint ventures in the set-aside programs; and (3) other changes to current size, 8(a) Office of Hearings and Appeals or HUBZone regulations.  The regulations — if implemented — will have a significant effect on entities (both small businesses and teaming members) doing work in this area.
